General Counsel/Corporate Compliance
Clinica Sierra Vista - Bakersfield, CA
Clinica Sierra Vista currently operates comprehensive primary care community health centers in the rural and urban areas of Kern, Fresno, and Inyo Counties, located in California, encompassing several thousand square miles of farm land, desert, and mountain areas. Community health centers provide comprehensive primary and preventative health care, including medical, dental and behavioral health services, in areas where access to health care has historically been inadequate. Additionally, we operate multiple health education, prevention and case management programs providing a comprehensive array of health and human services. We serve primarily the low-income and uninsured population, including migrant farm workers, the homeless, and other special populations
Position Summary:
Under the supervision and guidance of the CEO, the Director of Grants, Contracts and Compliance is responsible for overall compliance of the organization with federal funding agency requirements, and all associated federal reporting. This position researches, prepares, monitors and reports on all governmental, foundation and private grants. This position serves as the Corporate Compliance Officer for the organization; assists the Chief Executive Officer and the Executive Leadership Team with maintaining compliance with all funding agency guidelines (HRSA/BPHC/FTCA/CMS).
Essential Functions:
Actively engages as a member of the Executive Leadership Team, including participating in internal committees, special projects, and strategic initiatives.
Manage yearly calendar of all grant activities to ensure timely applications, required reports, and all other submissions including, but not limited to, annual BPHC 330 grant, FTCA, Teaching Health Center funding; and coordinates other special state and local contracts.
Research and advise on funding and strategic opportunities.
Manages all phases of grant research, data collection, budget preparation, and submission.
Prepares grant narratives, budgets and reports; assists in the preparation of budgets and reports for the organization.
Proactively identifies, promotes, and resolves legislative and regulatory concerns and opportunities to benefit CSV programs and services.
Maintains the organization’s executive library.
Prepares multi-faceted health care business projects and presentations, conducts research, analyzes data, and works with all levels of government on a variety of programs and projects.
Studies management methods in order to improve workflow, to simplify reporting procedures, or to implement cost reductions.
Studies methods of improving work measurements or performance standards.
Innovative, spontaneous, on-time project facilitation; consistent and timely delivery of high-quality work.
Provides reports and pertinent data to the CEO, and performs special projects as designated by the CEO.
Assists in the development and interpretation of general operating policies.
Analyzes organization’s department operating practices such as record keeping systems, forms control, suggestion systems, personnel and budgetary requirements to create new systems or to revise established ones.
Assists in maintaining and tracking of spreadsheet budgets for various departments/programs.
Participates in helping to monitor fiscal and performance activities.
Assists with operational projects, as needed and assigned.
Knowledge of:
Federal healthcare programs and standards, including Federally Qualified Health Centers (FQHCs), U.S. Department of Health and Human Services (DHHS), Bureau of Primary Care (BPHC) program expectations, Health Resources and Services Administration (HRSA) guidance.
Relevant State of California departments relating to health care programs.
Relevant county health initiatives.
Relevant allied nonprofits supporting healthcare delivery.
Qualifications:
BA/BS in Business or Public Administration (Master’s preferred) / or equivalent experience relevant to position.
Two (2) years of experience in mid- or upper-level management.
Excellent verbal and writing skills. Strong analytical, problem-solving and interpersonal skills.
Ability to work well and communicate with a variety of funding agencies, both governmental and private organizations.
High level of math and accounting skills.
Ability to produce and interpret reports.
Possess a high degree of computer literacy.
Possess a special sensitivity to the provision of health care services to under-served populations.
Bilingual (Spanish/English) an asset.
Ability to multi-task.
Valid California driver’s license with appropriate insurance; means to travel as needed in a timely manner with Kern and Fresno Counties; other travel out of the area as necessary (Sacramento, Washington DC, etc.)
